The burglar entered the apartment through an unlocked window, pretended to steal items, and reported the crime to local police.
The landlord was not fooled.
He claimed it appeared to be an 'inside job' (which was true) and refused to even repair the window.
Although it did not achieve its original purpose, this attempt bore welcome fruit on other fronts.
This failed criminal attempt was developed into a scenario.
The two titled the scenario after the slang term "bottle rocket," referring to cheap fireworks that burst into flames and then go out in an instant.
