Preface to the 23rd Edition
This revision reflects all theoretical and case law developments and legislative revisions since the 22nd edition, published on January 25, 2024.
In accordance with the revision policy to increase the breadth and depth of individual administrative laws starting from the 2022 edition, the Social Security Administration Act was added in the 2022 edition, and the National Health Insurance Act was significantly added in the 2023 edition. In this revision, the Education Administration Act was added.
Administrative laws, administrative law theories, and precedents must form an objective administrative law order that is socially valid and future-oriented.
Administrative law and administrative legal theory are formed by administrative law scholars, but they should not be the personal and subjective law and theory of administrative law scholars. Rather, they should be objective law and theory that seeks to form a desirable objective legal order for the community according to a valid research methodology.
This should be true not only of interpretation but also of legislation.
Accordingly, I have attempted to describe 'objective administrative law' based on prevailing theories and precedents, while also introducing as many different views as possible from prevailing theories and precedents, as well as the author's personal critical views.
And, starting with this 23rd edition, we have decided to include relevant papers worth referencing on specific topics.
Lastly, I would like to express my deepest gratitude to all the staff at Park Young-sa, including Deputy Editor Jang Yu-na, who was in charge of editing, President Ahn Sang-jun, and Manager Park Se-gi, who supported the revision process.
