Preface to the 22nd Edition

This revision can be said to be a comprehensive revision.
First of all, we have completely re-edited the entire document to improve readability.
And overall, we tried to reduce the number of pages by concisely describing the content of the text.
As a result, we were able to reduce the text by 32 pages while also reflecting all the theoretical and case law developments and legal revisions since the 21st edition published on January 25, 2024.

While attempting to describe 'objective administrative law' based on prevailing case law, I have also added, to a minimum, newly asserted influential opinions and the author's personal critical opinions when there are problems with prevailing case law.

Since the enactment of the Basic Administrative Act on March 23, 2021, additional legal revisions have been made every year.
On December 27, 2022, there were some revisions to the calculation and display of age, and on December 20, 2023, there were revisions to the notification for immediate administrative enforcement. The revised Administrative Basic Act, which has been prepared since 2023, is currently pending before the National Assembly, and its main contents have already been introduced in the preface and main text of the 21st edition.


Lastly, I would like to express my deepest gratitude to all the staff at Park Young-sa, including Deputy Editor Jang Yu-na, who was in charge of editing, President Ahn Sang-jun, and Manager Park Se-gi, who supported the revision process.
