I recently came across an article that said the competition rate for the 9th grade civil service exam had been cut in half compared to five years ago.
However, the competition rate for the 9th grade local government civil servant recruitment has remained at a similar level throughout the same period, indicating that the popularity of local government civil servants, who have the advantage of being able to work in the region where they live, has not yet waned.

The local government administrative job group is comprised of eight job series: social welfare, tax, computer, educational administration, administration, librarian, stenography, and security. Among these, the social welfare job series is comprised of those who have the qualifications of social workers according to Article 11 of the Social Welfare Services Act and are responsible for specialized work related to social welfare based on Article 43 of the Act on the Utilization and Provision of Social Security Benefits and Identification of Beneficiaries.


When it comes to professional work related to social welfare, there are various tasks to be performed, from providing comprehensive information, counseling, and guidance on social welfare to establishing plans for providing social welfare services. However, according to a past survey, social welfare civil servants chose 'work reports' as the task they most avoid, which suggests that they have difficulty writing reports.

This is especially true for civil servants who have just been appointed or have a low level of seniority. For example, a newly appointed civil servant who was waiting for his appointment complained that he searched for books in a bookstore that would help him write reports, but he could not find any books on writing reports for social welfare civil servants.


This phenomenon can be said to be because, until now, the main work of social welfare officials has been specialized in administration for the socially disadvantaged.


However, considering that the scope of local government affairs in the Local Autonomy Act, which was completely revised in 2022, explicitly states "promotion of residents' welfare", it is safe to say that the field of social welfare work has developed so widely that there is no area in the scope and administration of modern local government affairs that is not related to welfare.


Therefore, the expansion of the scope of work for social welfare officials is an inevitable change, and to adapt to this change, it is necessary to prepare for the future by improving report writing skills.

This book aims to strengthen the capabilities of social welfare officials by adapting to these environmental changes in the long term. Based on the author's experience, it has organized a series of report writing methods, such as social welfare officials' business plans or work promotion, and has tried to introduce many cases in the hope that it will be of some small but meaningful help to junior social welfare officials who are about to be appointed as social welfare officials in the difficulties of their first posting.

However, one thing that raises concern is that the method of writing reports naturally varies depending on the central government or local government, or on the tendencies and duties of each department or decision-maker.
As if some are right and some are wrong, readers need to have the wisdom not to be confused.

The core of this book is, firstly, to help newly appointed social welfare workers adapt smoothly. Secondly, to keep pace with the expansion of the scope of modern social welfare policy and administration, social welfare workers can also become proficient in report writing, thereby contributing to policies and administration that further improve the welfare of residents.
