Preface to the 2026 edition (11th edition)

The Supreme Court promulgated the revised Real Estate Registration Act on September 20, 2024, and accordingly promulgated the revised Real Estate Registration Rules on November 29, 2024.
This Act and its regulations shall come into force on January 31, 2025 (or a different date for some provisions).


To summarize the important contents of the revision, there are ① special cases regarding jurisdiction over related cases under Article 7-2 of the Act, ② unrelated registration office system in case of application for inheritance and bequest registration under Article 7-3 of the Act, ③ suspension of registration affairs under Article 10 of the Act, ④ exception to the dismissal under Article 29, Paragraph 7 of the Act, ⑤ change of registration name indication under Article 52-2 of the Rules, and ⑥ validity period of user registration under Article 69 of the Rules.

An analysis of multiple-choice exam questions from recent years reveals that between 30% and 45% of the questions are copied from the text of laws and regulations, with some of the content modified.
Therefore, separately familiarizing yourself with the contents of the laws and regulations is the beginning of studying the Real Estate Registration Act and is the key to getting a high score on the Real Estate Registration Act.


The features of the “Real Estate Registration Act and Rules with Commentary, 11th Edition” are as follows.

First, the contents of the 13 articles of the revised Real Estate Registration Act and the 63 articles of the revised Real Estate Registration Rules were explained in detail, along with the reasons for their contents.
And the 2025 exam questions are also displayed.

Second, considering the connection between the Real Estate Registration Act and the Real Estate Registration Rules, the provisions of the Real Estate Registration Rules that are directly linked to the Real Estate Registration Act were placed immediately to the right of the legal provisions to aid study.

Third, I believe it will be helpful for familiarizing oneself with the provisions of the law and regulations, as the key points have been underlined and emphasized to make it easier to grasp.

I am confident that if you keep this Real Estate Registration Act and Rules by your side and constantly review them while studying the basic book, it will be as effective as reading the basic book twice.
