Book Introduction
This book logically reconstructs all articles of the Urban and Housing Environment Improvement Act according to the newly created ‘Analysis Framework.’
The ‘Analysis Framework’ is composed of a basic system and a support system.
The basic system consists of the purpose of the Urban Development Act to achieve the purpose of urban development (Chapter 1), the plan to achieve this (Chapter 2), and the implementation of the development project to realize this (Chapter 3).


The support system refers to various means under the Urban Planning Act to support the basic system (Chapters 4 to 9).
Based on my 20 years of experience as a lawyer in the field of redevelopment and reconstruction, I analyzed legal texts, case law, questions and answers, etc. in this 『Analysis Framework』 to explain the Urban Development Act in a textbook-like manner.
So, this book can be said to be a textbook on redevelopment and reconstruction.
It is both a legal book and a practical book.

Next, this book logically and balancedly organizes the entire Urban Planning Act, giving the feeling of reading a storybook.
Based on my administrative experience, I have systematically organized areas where litigation has not occurred in an easy-to-understand manner for administrative practice.
Additionally, as a lawyer, I have studied Supreme Court precedents in depth and included many actual cases from the precedents.
The main contents are explained in tables and figures for easy understanding.
The questions asked by administrative agencies such as Anyang City and Suwon City were answered in the form of examples.

Lastly, considering the importance and interest in the penalty provisions of the Urban Planning Act, each violation of the Urban Planning Act was individually explained with a crime name attached.
This is because if you are punished for violating the Urban Planning Act, you will lose your position as a union executive.
So, for each crime, the elements of the crime were divided and the statute of limitations, etc. were included.
In addition, examples were given of bribery, embezzlement, and breach of trust that frequently occur during the redevelopment and reconstruction process.

preface

My first exposure to redevelopment and reconstruction sites was 20 years ago during my practical training as a lawyer at the Judicial Research and Training Institute.
I have encountered disputes between unions and their members, disputes between unions and subcontractors such as construction companies, and disputes between unions and administrative agencies, and have encountered numerous criminal cases related to urban development projects.
As the parties involved in the dispute sometimes numbered in the hundreds or even thousands, I felt a great sense of responsibility for resolving the case.
I had no choice but to focus on creative legal development.
After researching and studying many related precedents, I also created a new Supreme Court precedent.
Naturally, I had the opportunity to give lectures and provide legal advice to public officials and citizens in Suwon City, Anyang City, Gwacheon City, Guri City, and LH.
As a result, the materials for this book could be accumulated.
In addition, I was able to conduct more in-depth research by giving special lectures to judges at Suwon High Court, Daejeon District Court, Daegu Western District Court, Cheongju District Court, and Seoul Eastern District Court.

Redevelopment and reconstruction are not simply real estate projects; they are massive urban operations involving people, laws, and policies.
There are numerous stakeholders involved, and conflicts constantly arise within them.
Redevelopment and reconstruction are not simple investments.
It is a sensitive process that involves moving someone's home and involves numerous conflicting rights.
So legal interpretation must be deeper and more accurate.
To fulfill that role, I felt that a textbook-like book was needed in the field of urban planning.
