Anyone who has a child under 2 years of age (including adopted children) or a pregnant member of a household without a home can apply, whether it is a special supply for newborns or a priority supply.
However, special supply for newborns is only provided as ‘public housing’ to which the ‘Public Housing Special Act’ applies.
In contrast, the priority supply for newborns is not a separate type like the special supply for newborns in public housing, but a certain amount of the special supply for newlyweds and the special supply for first-time homebuyers (hereinafter referred to as the "first-time special supply") in private housing or public housing is given priority to newborn households.

However, to boost the birth rate, the government implemented more drastic and direct institutional reforms.
