The 4th revised edition of "Everything About Housing Subscription" has been published to reflect the revised and implemented housing subscription system on March 31, 2025.

Anyone who has a child under 2 years of age (including adopted children) or a pregnant member of a household without a home can apply, whether it is a special supply for newborns or a priority supply.
However, special supply for newborns is only provided as ‘public housing’ to which the ‘Public Housing Special Act’ applies.
In contrast, the priority supply for newborns is not a separate type like the special supply for newborns in public housing, but a certain amount of the special supply for newlyweds and the special supply for first-time homebuyers (hereinafter referred to as the "first-time special supply") in private housing or public housing is given priority to newborn households.

The original principle of special supply was that it was limited to 'one time per generation, per lifetime.'
However, to boost the birth rate, the government implemented more drastic and direct institutional reforms.
Even if the applicant has previously won another house and is currently subject to subscription restrictions (special supply restrictions, re-winning restrictions, etc.), if this house was won before marriage to the current spouse, the applicant can apply for another subscription for the special supply for newlyweds.

The first priority for general supply of private housing is based on a points system and lottery system.
A certain percentage of the general supply is allocated to a point system, and winners are selected in order of highest points.
The remaining quantity will be selected through a lottery system, combining those who were not selected through the point system and those who applied through the lottery system from the beginning.
The lottery system randomly selects residents of the area.
However, in the case of housing supplied in speculative overheated areas, subscription overheated areas, the metropolitan area, and metropolitan cities, 75% of the lottery quantity is supplied first to households without homes, and the remainder is supplied to households without homes and those with one home.

The special supply for newlyweds has one more criterion added to it.
Even within income brackets, the standard amounts for single-income and dual-income households are different.
In particular, even if the income criteria for a dual-income household with priority income provision are met, the income of one spouse must not exceed the single-income income criteria.
For example, in the case of a dual-income household (within 120%) that qualifies for private housing income priority supply, if one spouse's income exceeds 100%, the couple will be ineligible even if their combined income is below the dual-income standard.
If one person's income is excessive and exceeds the single-income standard income amount, he or she must apply for general income supply even if the combined income is within the priority supply income amount.

However, the special supply for newlyweds, first-time homebuyers, and newborns applies relaxed standards only to spouses.
This is similar to the rule that exempts the spouse from the pre-marriage re-election restriction explained above.
In other words, even if the applicant's spouse has won another special supply, he or she can still apply if the winning date was before the applicant's marriage.
This is to expand the opportunity to purchase a home for newlyweds, first-time homebuyers, and newborns, who are the most in demand among the younger generation, and for the generation seeking to purchase a home through the special supply, and for which the lifetime one-time limit has been significantly relaxed for spouses only.

You can apply for the newborn special supply regardless of marital status as long as you have a newborn child.
Of course, the public housing special supply for newlyweds is also open to prospective newlyweds who are not married as of the date of the notice of recruitment for residents, or single-parent families with children under the age of 6, but the special supply for newborns is notable in that the entire supply is allocated to households with 'newborns' regardless of other conditions.

This revision excludes not only the applicant's spouse but also the applicant's own winning history before marriage, once only.
In other words, even if you have won the special supply before or are unable to apply for the special supply for newlyweds due to restrictions on re-winning due to a previous win, if you won before marriage, you will be considered to not have such restrictions and can win the special supply for newlyweds once.
It doesn't end here.
Households with children born after June 19, 2024 (including pregnant or adopted children) may win the Newlyweds Special Supply once more, even if they or their spouse have previously won the Special Supply.
If Ms. S, who is currently pregnant, gives birth in 2025, she can apply for the newlywed special supply once more even if she was previously selected for the special supply through the 'marriage special provision'.
