Article 6 of the Paris Agreement: Solutions for Cost-Effective Carbon Reduction

Accordingly, the international community adopted the United Nations Framework Convention on Climate Change in 1992 and is making various efforts to reduce greenhouse gases.
Among them, the Paris Agreement, which was reached at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP21) in 2015, is highly regarded for establishing a greenhouse gas reduction system in which both developed and developing countries participate.
By utilizing the market mechanism of Article 6 of the Paris Agreement, greenhouse gas reduction performance can be transferred between countries, allowing each country to achieve carbon reduction, a global challenge, cost-effectively.
Since then, countries around the world have voluntarily submitted greenhouse gas reduction targets to the United Nations Framework Convention on Climate Change Secretariat since 2016, and all parties have agreed to submit nationally determined greenhouse gas reduction targets (NDCs) based on the Paris Agreement by 2020.
Accordingly, the international community is actively developing infrastructure and systems to implement international reduction projects and transfer them between countries.


South Korea is the only country to include overseas performance in its national reduction target, but understanding of the reduction project is lacking.

Despite this situation, understanding of domestic greenhouse gas reduction projects is still not high.
In particular, as Korea is the only country that has included international reduction targets, or overseas reduction performance, in its NDC, it is essential to seek ways to cooperate with developing countries that will implement reduction projects.
Accordingly, the Export-Import Bank of Korea, as the international reduction project agency of the Ministry of Strategy and Finance of the Republic of Korea, published a book on greenhouse gas reduction projects together with 22 experts.
We hope that 『Understanding International Greenhouse Gas Reduction Projects in One Volume』 will serve as an introductory text to Article 6 of the Paris Agreement and serve as a valuable guide for those planning international reduction projects.
