Humans living in groups are faced with decisions at every moment, and these decisions affect themselves and others.
Even if it seems impossible to distinguish between truth and falsehood, judgment and decision-making about it are inevitable, and all members of society are affected by those actions.
Therefore, in human society, there is a need for standards that everyone recognizes.
Of course, that standard is also subject to judgment and is therefore subject to continuous discussion and revision.


The right standards should be established from the outset through voluntary agreement, and after they are established, they should be followed through discussion and revision based on voluntary agreement.
The objectivity of the standard can be guaranteed when this process is assumed.
Standards are attracting attention as new norms that establish objective criteria and serve as the standards themselves.
This book is the result of research into standards as new norms for an age of uncertainty.

The result of social scientific and sociophilosophical research on standards that focuses on the possibility of new norms for standards.

Since the mid-1990s, the importance of standards has grown internationally.
Especially in international relations since globalization, standards have become new trade norms and technological barriers.
In addition, the International Organization for Standardization (ISO) recently established the International Standard for Social Responsibility (ISO 26000), which requires standards in various fields such as management, organization, environment, labor, and human rights, and many countries around the world are accepting them, leading to the emergence of new social normative characteristics in standards.


In Korea, standards have long been studied in engineering, economics, and some areas of public administration, but research has not expanded to other social science fields.
Furthermore, although the areas of interest are diverse, ranging from industrial activities such as products, production, technology, and processes to various product and industrial activities and national standardization organizations, these studies have all remained limited to specific topics.
Now is the time for a social scientific and social philosophical discussion that focuses on the possibility of new norms.
This book, which is the result of the author's long-term research on standards, is very significant in this respect.

We are investigating the role that standard integration played in the process of European integration and the specific standardization policies through which the European Union accelerated integration.
And it covered how East and West Germany cooperated on standards during the German unification process, how standard unification was achieved during and after the unification process, and what contributions it made to subsequent integration.
Finally, in light of this, we are evaluating the standard cooperation activities between North and South Korea and examining the potential contribution of standard policies that may emerge in the future unification of the Korean Peninsula.
