The 'baptism' of the Holy Spirit is like the 'gift' of the Holy Spirit, and it is one of the unique blessings of the new covenant, and also an introductory blessing, so it is a universal blessing given to all who participate in the covenant.
It is an essential part of belonging to the new era.
The Lord Jesus, the Mediator of the new covenant and the giver of its blessings, gives both forgiveness of sins and the gift of the Holy Spirit to all who enter into His covenant.
