This second edition supplements the first edition, which focused on administrative cases, and thoroughly describes important civil issues, including lawsuits related to cooperative officers and articles of incorporation, cash settlements such as claims for sale, burden of redevelopment project costs by cash settlement targets, and various claims for damages. It also faithfully corrects and supplements errors and omissions in administrative issues in each procedure of various preservation measures, redevelopment zone designation, approval of the composition of the cooperative establishment promotion committee, cooperative establishment approval, business implementation plan approval, management disposal plan approval, completion approval, and relocation notice. However, it has been more systematized and devotes a large amount of space to cooperative establishment approval, business implementation plan approval, and management disposal plan approval, which are subject to many disputes in practice.
In addition, it reflects as much as possible the various revisions to the Urban and Residential Environment Improvement Act, including the relaxation of consent requirements for approval of establishment of a reconstruction association, changes to the content of the reconstruction project, and changes to the change of safety diagnosis to reconstruction diagnosis, the establishment of an association promotion committee prior to designation of a redevelopment area, requests for drafting a redevelopment plan, the introduction of a standard date for calculating the number of consenters of landowners in redevelopment projects with less than 20 landowners where the individual landowners are the project executor, revisions to the method of holding and voting on general meetings, and the expansion of the types of share splitting, and contains the interpretation of the contents of the enactment and revision of related laws, including the revised ordinance, the standard articles of association of associations in Seoul Metropolitan City, etc., and the Special Act on the Improvement and Support of Aging Planned Cities. It also introduces important Supreme Court and lower court precedents pronounced up until just before the publication of the second edition.
